I would say that since MSP receives a lot of snow, the airport has a good snow removal system. However if the snow is constantly/continuously falling, then delays are inevitable. I would have to say it depends on how hard it is snowing and how long they expect the snow to continue.

Delays due to storms happen. The good news is that the airlines notice these things. The extra good news is that, if Minneapolis is socked in lots of other airports are also having problems. For US airlines this is standard, and they have well tested systems to adapt to the problems. You might arrive at your final destination a couple of hours (or a couple of days) late, but they will get you there and do their best to look after you on the way.

I'm a flight attendant so hopefully I can help. Minneapolis gets heavy snow during the time you've indicated but they do have a great system for removal and an efficient deicing system. I would basically make sure you have plenty of ground time in Minneapolis (i.e. don't book yourself with anything less than an hour's time to change flights). This is a common mistake people make in busy airports. Weather, delays and distances in gates/concourses in busy airports make it absolutely necessary to give yourself extra time. If you book AT LEAST an hour's time to change planes (the more time the better), you should be just fine. Travel safe!
