Lets say you're flying form London to New York and connecting to Portland,ME but your flight gets diverted to Portland due to weather conditions in NYC, could you request your luggage and go on your way or is it a no go?

You can ask and the worst they can do is say no.

If you're an American citizen then yes, otherwise you would still have to be processed by customs and immigration before they let you anywhere. You could refuse to get back on the flight to JFK and the airline would still send your luggage back to Portland

No you still have to clear customs even if you are an American citizen. What could happen is that they could put you on a bus and then take you to JFK where you will clear customs there and then be on your way. OR depending on what the weather conditions are, you could be diverted to cool your heels at Portland kept on the plane or in a secure area and then sent on your way to JFK. What is not going to happen is that they will pull your luggage off the plane and send you on your way. The only way off the plane is if they let you or you pull what the Jet Blue flight attendant did.

The luggage is the big thing. Even if they decide to put everyone on buses and send them to NYC, they're not going to have everyone find their luggage in Portland and load it on the bus. They're going to put all the luggage on a truck and the truck will take it to the airport in NYC, where it will go through the usual baggage claim procedures. This would especially be the case with an international flight, as Portland might not be equipped to handle the customs and immigration aspects of the flight. The people and their bags would need to be cleared in NYC.

As everyone above as said is correct. There is no one deifinitive answer. There are major variables that will determine what you can and can't do. How long is the delay and what did the airline decide to do?
